I was pissed, but purchased again and succeeded.  Sucks, but not a game breaker.  With enchantment stones, the higher level the stone is in relation to the item, the less chance of failure.  If you have a L35 stone and try and put it on a L35 item, it has a pretty high chance of failure. Put a L45 stone on that and it is probably going to stick the first try.
