Diminishing returns would not apply to quest items. This would punish botters but not affect legit players who could move from place to place, killing mobs for a while then move on. Botters could do the same thig but with randomized mob spawns and diminishing returns on loot.

I got the random resource and mob spawn idea from WoW and EQ2. These measures would not stop botters but it would make their lives much more difficult and much less productive. The whole idea is to force botters to actually play their characters without punishing legit players.
